You don’t need a degree to be a programmer. Many programmers are self-taught and companies prefer to evaluate their programming skills themselves rather then rely on degrees, which is why candidates are usually given programming interview questions they need to solve to demonstrate their skill level. As for how to learn, you can learn from programming books, online tutorials and courses. The Head First series of books is great for beginners. There are also many online tutorials you can learn from such as Codecademy.
